Planning Inspectorate to throw light on Heckford brownfield option

The Planning Inspectorate (PINS) have sent out letters to those registered as ‘Interested Parties’ advising them of the Examination schedule and key matters for consideration for the Thames Tideway Tunnel (Super Sewer). The Inspectors have advised that they wish to examine the rational used by Thames Water for the selection of King Edward Park over Heckford Industrial Estate.

Murky decision making process to be examined

SaveKEMP are pleased that the Inspectors recognise the need for light to be thrown on the murky decision making process at Thames Water, and hope that the unjust choice of construction site can be moved off the only local park and onto a Brownfield site that is due for redevelopment anyway.

Thames Water show little regard for local communities

We feel that Thames Water have shown little regard for the communities of Shadwell, Wapping and Limehouse by choosing the Park over an underused industrial site. At times we thought Thames Water had acted as if planning consent is a foregone conclusion and the views of London communities could be discounted.

The Inspectorate decision sends out a strong message that while infrastructure investment is necessary, it does not come at the expense of the communities it is supposed to serve.

Save KEMP battle not lost

What this means for the community that relies on KEMP is that the battle is not lost, there is still a chance that the Inspectors will rule that Heckford should be used instead of our lovely park.

We need to ensure that the Inspectors see the value of our park and understand the damage that will be done if Thames Water gets their way, not just during construction, but the vile legacy of sewer vents, control buildings and a barren river front.

Next steps

The Preliminary Meeting is to be held by the PINS Inspectors at the Barbican Centre, in the Barbican Hall, level one, Silk Street entrance, London, EC2Y 8DS at 9.30am on 12th September 2013. It is not imperative that everyone attends as it is only a procedural meeting, we can’t put our case to the Inspectors.

  • Deadline for Submission of corrections and omissions in relation to a relevant representation
  • Notification of a wish to speak at an open floor hearing or a specific issue hearing and any representation about the potential location of such hearings

Monday 4th November 2013

  • Deadline for written representations (which expand on your relevant representations and include supporting evidence)

 Tuesday 12th to Friday 15th November 2013

  • Time set aside to consider the Heckford option and other alternative sites etc.

 Wednesday 12th March 2014

  • PINS Inspectors to complete examination
